MCHCCN Steering Council
Purpose: The Steering Council serves as the policy-making body for matters not delegated to the Network Membership, as outlined in the Governance Charter.
Responsibilities:

- Ensure fulfillment of HUD’s nine core responsibilities (Section 3)
- Develop and oversee an annual work agenda aligned with CoC strategic goals
- Serve as liaison to the Collaborative Applicant
- Identify and coordinate responses to strategic issues
- Recommend ad hoc committees to support initiatives
- Address urgent matters
- Review conflict of interest reports and recommend actions
- Assess non-compliance issues involving CoC-funded agencies
- Review and update the Governance Charter and CoC policies at least annually

MCHCCN Network Membership/Nominating Meeting
Purpose: The Nominating Committee is responsible for proposing election or re-election of the rotating seats of Steering Council members whose terms are coming to an end or to fill positions that have been vacated.

- Pay attention to board composition and present a slate of candidates to fill board positions
- Encourage board development
- Assess board effectiveness
- Prepare board leadership
- Helps to resolve board member conflicts.
- Assess board and committee membership and participation and help to identify and recruit members to Committees

Case Manager's Resource Network Committee
The Case Managers Resource Network (CMRN) is a collaborative alliance of case managers, social workers, and nonprofit agencies dedicated to enhancing community well-being through shared knowledge, training, and coordinated action. CMRN serves as a centralized hub for professionals to exchange updates, participate in educational presentations, and engage in trainings focused on addressing pressing social issues. By fostering open discussions, the network aims to identify and resolve local challenges, bridge resource gaps, and implement effective solutions that improve service delivery and client outcomes.
(Fourth Thursday of each month @ 9:30am)

MCHCCN Coordinated Entry Committee
Purpose: The Coordinated Entry Committee oversees and guides the Coordinated Entry System to ensure households experiencing homelessness are connected to appropriate temporary and permanent housing based on community standards.
Responsibilities:
Responsibilities:
- Research, recommend, and help implement a coordinated entry system in consultation with CoC-funded recipients
- Lead planning, budgeting, policy development, partner selection, training, evaluation, and system oversight
- Gather input from diverse stakeholders to inform decisions
- Monitor system operations and recommend improvements
- Promote participation from organizations serving target populations
- Recommend CoC-wide policies for more effective service delivery
- Engage in community planning and assess local needs
- Advise the board on trends, challenges, and program development to achieve better outcomes

MCHCCN Data Committee
Purpose: The Data Committee is responsible for the regular review of multi-level data to evaluate system level progress toward ending homelessness. The work of this committee informs the work of other committees to ensure activities are contributing to improved system level outcomes. This committee reviews HUD System Performance Measures reports, Point-in-Time counts, Housing Inventory reports, and more.

- Monitor progress toward HUD performance goals
- Oversee implementation of the CoC Monitoring Plan
- Provide data support for committees and HUD applications
- Maintain and update HMIS governance documents and agreements
- Ensure consistent HMIS participation by recipients and subrecipients
- Ensure HMIS compliance with HUD requirements
- Review the availability of housing and services, conducts gaps analyses, provide data to the CoC to encourage potential areas of change or improvement
- Oversee all data collection and use of data within the CoC, including but not limited to ensuring compliance with HMIS regulations and compliance with the CoC’s HMIS Governance Charter, recommending changes to the board as necessary.
- Maintain a system for tracking CoC-wide outcomes, project performance and tracking progress toward meeting HUD goals.

MCHCCN Outreach Committee
Purpose: This Outreach Committee serves to support agencies in the CoC who conduct street outreach by sharing best practices, current trends, and coordinating the frequency and type of services delivered throughout 100% of our service area. Training or refresher on safety strategies should be a regular feature of meetings. The Committee and HMIS Lead Agency will coordinate to assure HUD regulations for the count are adhered to and adequate support is available locally.
